And nothing prevent you from make a backup of data, thats what the pros do ( delete in our wolrd is the last things we do and later you know after testing all seem good and then we wait with delete
also why many have start to enable garbage can again aka "trash can" all delete thing goes there as long you have enough free work space.
Also why we mention this, it take 2 sec to delete and alot of effort to undo if you dont use recover delete data as we once did and learn n the past OS.
We are in TB today, so free workspace matters.
so many have forgot recover files from Recycle Bin.
ps.
just because you wipe steam userdata there, dont mean you solve anything.
then technicaly steam current option and what you have done can still be restored,
and steam as fare i know will after every reboot rebuild what it need.
also why we ask ourself why steam can make mistake here.
