Doing the Task Manager / services / steam client - thing, makes no difference. I am the only user of this computer and it only has a single account on it (mine). I know there aren't masses of people having this problem - but there are certainly quite a few, so it must be a conflict of some kind following a change/update. If we can identify, what was changed - could this help?

I am very much clutching at straws now ... :(

So it means steam is not completly intalled..
\Steam\userdata\<youruseid>\config\librarycache
So atm, you have nothing on auto run right ?

I went through every step, religiously. It is disabled on startup through Start Manager, Then I clicked Steam / properties / compatibility and I clicked run as administrator, I then went into all firewalls and AV to double check permissions. I rebooted - let system all load. Then double clicked Steam ... nothing happened. I checked task manager and there it was loading- reloading.
hello

Do not run steam as admin xd

I don't have a librarycache and I can't find \Steam\userdata path. What is exact path for it? Thanks

hello
That make sens if you un installed steam and tryed to install it again and it failed to correctly setup : userdata is saved and downloaded on steam by the cef process ( webhelper ) but in your case, as they can't be started and run , nothing has been downloaded...

There is a log folder into steam where you can find files inside and there is one file named webheper.txt.
Do you see some weird messages inside it ?
The first 3 lines of this log should start by [NIL]
and the following line are with date and time

That makes sense. But it also means that the librarycache problem that has occurred in the past is not the issue I am having

hello
True as your steam client can't download it from the store.

there is a lot of text in that file. The latest entry in it starts:

[1970-01-01 00:00:00] Client version: no bootstrapper found
[1970-01-01 00:00:00] Startup - webhelper launched with: "C:\Program Files (x86)\Steam\bin\cef\cef.win7x64\steamwebhelper.exe" -lang=en_US -cachedir="C:\Users\XXXXX\AppData\Local\Steam\htmlcache" -steampid=1092 -buildid=1718305227 -steamid=0 -logdir="C:\Program Files (x86)\Steam\logs" -uimode=7 -startcount=42 -userdatadir="C:\Users\madma\AppData\Local\Steam\cefdata" -steamuniverse=Public -realm=Global -clientui="C:\Program Files (x86)\Steam\clientui" -steampath="C:\Program Files (x86)\Steam\Steam.exe" -launcher=0 --valve-initial-threadpool-size=4 --valve-enable-site-isolation --enable-smooth-scrolling --disable-gpu-compositing --disable-gpu --enable-direct-write --log-file="C:\Program Files (x86)\Steam\logs\cef_log.txt" --disable-quick-menu --disable-features=SpareRendererForSitePerProcess,DcheckIsFatal

The 'no bootstrapper' bit is the only thing that looks potentially 'weird'

Hello
And the date also, 1970 is weird ...
do you have subfolder inside \steam\bin\cef , as you should find 2 folders
cef.win7
cef.win7x64
and inside the second folder ( cef.win7x64 ) , many files ( around 79 counting 2 folders ) and one steamwebhelper.exe but i imagine in you case there is nothing or less than that
the bootstrap is the first steamwebhelper launched and it launch others and you should have something like that
steam.exe
----- steamwebhelper -- bootstrap
---------steamwebhelper
---------steamwebhelper
---------steamwebhelper
---------steamwebhelper
but in your even the bootstrap can't be launch ...
