Transferring no longer works

If I have a game installed on Steam on 1 PC on LAN, then want to install on another PC with Steam running on both PCs, in the past instead of Downloading from the internet, it would say transferring and copy/install the game over LAN.
But lately it doesn't do that anymore, has anything changed or is there a setting I need to enable now?

recheck pc actual is on internet and can dns a page you did not visit before

i do news bbc/cnn its not about them news its about a page you know is there and you did not visit them and have cached a old web page.

i do this so you dont have a 169.254.X.X adr and think you are online

Check download settings on both

Did you log in to same steam account on 2 different PC????
