i live in Jordan and i have a USD currency can i redeem it or not?

If your account uses USD, any USD Steam card will work, yes.

If it is physical steam gift cards bought from 3rd party websites

Then region restrictions apply

If it is steam digital gift card bought from steam platform, then can redeem without any problem
