steam game transfer including all game saves

how do i transfer entire steam library with saved games from different companies to a new custom pc? i tried researching online all it says it restore game backup data but no option to select all games or where files are located. it says i am using cloud space and ssd space so not sure which one it will back up looking for any easy method to do this without losing any data, configuration, saved games. i did find where some saved files are on my pc for one game but cannot find the others.

if a game supports steam cloud its saves and settings should be stored in the cloud unless special circumstances apply.

for the saves of games that do not support steam cloud, you will have to look it up at sites like pcgamingwiki or to google it. Steam does not enforce unified save file locations.

To backup game installations, the backup and restore function is enough.

Use game save manager (free) to backup your game saves to usb. It will almost certainly backup the saves of every single game you own whether they incorporate cloud saves or not. There is a compatibility list on their website if you want to ensure every game you own is included.
