Moving Pics are just blured lines

Not good at explaing however.....

If i go to the store home page, at the vary top there is a moving picture/ short clips. Now for some reason those "moving pictures" are a bunch of horizontal lines and I am unable to make out what is being shown. This issues persists in other places profiles ect.

I can click on it and it will take me to the next page, however steam will close down in about 15 seconds then reopen back to the home page. If I repeat this 5 times the clips will eventually go back to normal. I just have to do this every time I open up steam.

Ive tried to FULL reinstall of steam (and the games just in case) but that did not work.

Has anyone else encountered this issue(s) and is there a fix?

Steam > Settings > Interface >>> uncheck Enable GPU accelerated rendering in web views (requires restart).
