Can't share games downloaded on the same device.
After the new Family update, my accounts no longer have the option for local library sharing. Before this there was an option for authorize library sharing in the Family page in settings but not anymore. Any ideas what this is about?

Because the old Family Share system is gone and was replaced by Steam Families.
There is no need to authorize a device anymore for family share with the new system.
You create a Steam Family and invite up to 5 other users to it, simply by sending out a invite from the family managment page.
If they accept they join the family, thats it. Everyone in the family automatically shares all their games with everyone else.
Steam Families is now linked to your account, not the PC itself, so if you login to another PC with your account your shared games will be available to you.

That's going to be a problem in my case then. We friends share the local PC and all of us have different region accounts, because we are from different regions. The family requires the accounts to be in the same region and we just share libraries as all of us are logged in the same PC. Any way we can still do the local file sharing?

Nope, its gone. The old system was deactivated when the new Families system released.
If all your accounts are from different regions then you can no longer share your games.

Did you ever find a way around this? I moved to another region so now I buy games with a different account in that region. I used to have Library Sharing but that's gone...

there is none and there won't be none because people abused it.
