absurdly low fps on not so demanding games pls help

specs :
i5 12400f
16gb ram
rtx 3070
already made a post some people commented but nothing worked
my pc works fine in demanding games lide rdr2, cyberpunk2077, gta, god of war,forza 5....you get the point
for example in rdr2 on ultra i average about 85-105 frames per second which im ahppy about
cyberpunk 2077 outside the city i even manage to get 110+ frames
the problem is when i try to play not so demanding games such as cs2 , fortnite and valorant
in cs 2 i struggle to get to 180frames and it even drops down to 90 sometimes , and the exact same for fortnite.... in creative i cant even get to 200 frames per sec....
and not to mention in more demanding games like the ones i listed first, gpu usage is about 80-90% , cpu usage depend on the game but is also about 60-95% , gpu temp highest is about 75....which im very fine with .... but in for exaple cs2 gpu usage is mostly under 50% and the exast same for the cpu usage and gpu temp is at 55...which is werid very weird. [when i say under 50% im talking 30-40% max] its like when the game is not that demanding the pc limits its performance . another weir dthing is that nomatter how i chhange to graphics , the frames dont change even a bit like nothing.
ive tried everything from overclocking to deleting my gpu drivers and manualy installing them to changing windows setting and game optimizations and 40 mins ago i even reset my pc but nothing changed its the exact same .
ive watched many benchmark vidoes and i understand same pc with the same specs cna preform differently but this is absurd. i even uopdated my bios but no effect.
