You now can create/join a Steam Family of up to 6 users. Everyone in the family automatically shares all their games with everyone else in the family.
Read through the NEWS and the FAQ how to setup a Steam Family.
Also carefully read about the new restrictions compared to the old Family Share system.

Ah ok. That explains it. Though I feel like I'm missing something. what are the restrictions?
You no longer can share with users from other countries. All family members must be from the same country and have their steam store region set to the same one.
Also if you leave or get kicked from a family there is a 1 year cooldown (starting from the time you joined) till you can create/join another family.
On the plus side, multiple users now can play games from the same shared library at the same time and you even can play shared games in offline mode.
Ohhh ok. Well I wasn't sharing a library with people in other countries anyway. BUT A YEAR COOLDOWN FOR LEAVING?! That's asinine.
Yeah I saw that and I'm glad they did. I was so tired of getting booted out of games.
Yeah that can happen if the purchase history of one user shows they never been near the same location as you.
A workaround is to just log into your PC with the Steam account of your brother and start any game for 1-2 minutes.
Then log out and switch to your own account and send him the family invite and accept it at your location.
This will work and they are now in the family.
After that it no longer matters where they are, its just the initial invite that can be a pain.
Its a mixed bag. I lost some good connections because they were from other countries.
BUT on the other hand, with this new system that allows simultanous play of the same library it finally made sense to add two friends who are also heavily into gaming and game collecting.
Previously it was pointless to share with them since they usually always online and playing at the same time as myself, so their libraries were always "in use".
With the new Family system this no longer matters and so we now have a combined pool of nearly 9.000 games to choose from with no real playtime restriction.
Which is pretty sweet.
For some users like you the system is a downgrade and more
inconvenient then the old one.
