Secondly you cannot link your Steam account once unlnked to a different Rockstar account.
You will need to create a new Steam account and a new Rockstar account and rebuy the games.

Important: Make sure you are signed in to the Rockstar Games account you want to unlink from Steam and include all the following information:
Confirm in writing that you understand that unlinking these accounts will result in being unable to play Rockstar Games titles on your Steam account as well as the loss of progress in online Rockstar Games titles
The Steam ID64 associated with your account
Sign in to Steam
Select your Steam Profile name at the top right corner of the window and select “Account Details”
Your Steam ID64 will appear at the top as “Steam ID:” followed by a series of numbers
Copy and paste the Steam ID64 in the unlink request
Capture a screenshot of the Account Details page showing your Steam Profile name and the Steam ID64 and attach it to the unlink request
