may be another "gpu accelerated" issue...
while steam is not running , launch regedit.exe
and go to
HKEY_CURRENT_USER\Software\Valve\Steam
find key GPUAccelWebViewsV2 and edit it, by using 0 instead of value 1
save and exit and launch steam

it's more GPUAccelWebViewsV3 for new steam release xd
"loginusers.vdf" and set "AllowAutoLogin" to "0". Save the file.
In other news steam support finally responded to my support ticket with the same old tired canned auto advice ::womp womp:: I didn't even get the chance to tell them in closing the ticket, "Hey! Thanks for nothing!" =P
