Is it safe to delete Steam\SteamApps\shadercache?
I want to delete the shader cache to improve game performance. Is this a safe method?

It's fine to delete it, likely get rebuild again. I assume there a problem with one of the games with the shader? If so then yes delete it, most of the folders have nothing in them anyways. Just make sure reluanch Steam.

You can delete it but it will rebuild it self every time you relaunch the game or steam

Just to be clear it's ok to delete shadercache folder, just don't delete the SteamApps folder that holds your games installed lol.
