If so, that could be the issue.
Because that is the crux. You cant add users to your family if their account is set to another store region then your own.
Your not helpful at all
Its neither about the same address or the same download region.
The Steam Store region has to be the same.
Do you buy your Steam games in the same store region?
Since your profile says you are from Canada, are both your accounts set to the Canadian Steam Store?
If not it will not work to invite someone to the Family group.
2) click settings
3) under "account" tab, go click "account details"
4) under store and purchase history
there is these which i'm quoting below
Country: XXXXXXXX
If you have moved to a different country, you may be able to update your Steam Wallet and how you view the Steam Store.
Update store country

if the country of your Steam Account is US but your Sister is UK, then your can't add one another. (this is an example)
and vice versa.

one of your must click "update store country" and put it as the same country as the other.

I have the same error message eventough I have checked my country is same as my brother, we will in the same smaller town, but still noup. He has other ppl in family already, but I simply can not.
1. Send a new invite to the person you are trying to invite (Do not accept it yet)
2. Have the person either give your login details or login on your PC (safely of course)
3. You login and accept the invite on your PC
Worked for me on two people
1st - Invite the people u want
2nd - login the person's account on your pc and accept the invitation
3rd - u can logout and delete their login account after that
and there u go
