Do I need to create an account for my kid in the new family sharing?
Last time my kid was using a limited version of my account, do I now need to create a new one?

Yes, its advised for your kids to have their own Steam account, then you add them as a " child" to the new Steam "family". You will have full control over which games of the family they can access, how much they can play and things like that. You also get info about how much they played and such.
Its basically a mix of the old Family View system with the Family Share system.

You need to be at least 13 to create an account fr yourself. You're over 13 you can create an account on behalf of your children at any time.

Alright, I managed. It took some switching between the old account and the new one (including email verification) until all is set.

It might be easier on a parent's peace of mind to introduce parental controls at account creation level, but it did work in the end, thanks everyone!
