Steam won't let my pc shut down
I have had this problem on and off for ages, and I've never found a fix that consistently works.

Basically, after using Steam for a bit, it often freezes up and if I click a different game in my library it fails loading that game's information. Then it will simply refuse any command to exit and shut down. If I close the window, I can't bring it back up. And for some reason, the task manager never appears when this happens, so I can't check to see if steam is running in the background. Then the shut down button doesn't respond. Sometimes it does, but it gets to "Shutting down..." and never actually shuts down. I have to hold down the power button every time.

I've isolated Steam as the problem because my PC shuts down perfectly fine as long as I didn't run Steam at all or exited Steam the moment I was done playing a game.

This seems to have started after playing HellDivers2, I'm not sure if that game broke Steam for me or what. I have tried reinstalling Steam, disabling Steam Cloud, and clearing my download cache, none of which worked.

Has anyone else had similar issues?
