Question about 2-pack sales

Currently 7 Days 2 Die is on sale and there is an option to buy 7 Days 2 Die - 2 pack.

IF I was to get that one would I be able to gift the second copy of the game to someone or am I stuck with two copies of the same game?

You get an inventory game gift to give to anyone you like, unless there are regional restrictions applied to it but it will tell you this in the inventory itself.

The game gift is an actual inventory item when you purchase the 2-pack.

You get one for your account, added directly to your library and the other gets dumped into your inventory under the Steam tab. It can be sent to another user whenever. It is treated the same as any tradable inventory item.

I've had many inventory game gifts over the years.
