Anyway, everything on the store page is the responsibility of the devs and/or publishers, so your problem is actually with Ubisoft themselves. Hassle them over it and, while it's unlikely that you'll get anywhere, they might decide to give you a key for Conviction as a thank you... or to shut you up. Good luck.
When there is an N/A for the price, that means it does not come with it anymore.

Which clearly states
This bundle contains:
Splinter Cell
SplinterCell: Double Agent
Splintercell: Chaos Theory
Tom Clancy's Splinter Cell Conviction - Deluxe Edition
Tom Clancy's Splinter Cell Blacklist
Yeah. I know. Take it up with Ubisoft.
They decided to be obtuse and make Conviction part of a separate package all on its own.
Valve has nothing to do with the products listed or not from the Steamworks partner.
The only thing Valve can/will do is to give you a refund and they'll tell Ubisoft to fix the page listing.
I've explained what Support will yell you.
That's pretty much it.
Partners on Steam are responsible for their own product pages.
Trust me, Ubisoft needs to be yelled at for more than just this.
