Splinter Cell Franchise Bundle says it includes Conviction, but after buying it Steam didn't give it to me.
As title says. I bought the bundle because it says it included all the games including Conviction, but after buying it Steam didn't give me the game.

The store description is wrong - the bundle only contains the 4 games that you received. Why no Conviction? Because there can be terrible issues trying to run it on anything later than Windows 7. There are workarounds that work for some people but not for others. It's still apparently available in its own package for anyone who wants to risk buying it, but it's not part of the package you bought, it can't be bought separately and it doesn't show up in a Steam search.

I highly doubt that's the reason as it's still available for sale outside of the bundle. Steam still sells games that straight up won't work with anything above XP without a ton of work. Ubi still sells games (looking at specifically AC/AC2) that are completely busted on PC.

Valve has nothing to do with the products listed or not from the Steamworks partner.

The only thing Valve can/will do is to give you a refund and they'll tell Ubisoft to fix the page listing.

It's their storefront. They are responsible for what's on it. Just like a grocery store is responsible for the groceries on the shelves. If I buy a bundle that includes a sandwich and a drink because the store is advertising it as such and I don't get the drink. The store is responsible for giving me the drink. Not the coke company.

That's not really correct, a grocery store buys and so owns the goods it sells to you, Steam doesn't it allows other sellers to list them and charges a fee to that seller on a unit sales basis.

It's more akin to to Amazon and their Marketplace. You have an issue with the marketplace seller then Amazon just refunds you the money, that's it. They don't try and rectify the issue with the goods. Of course with enough complaints they may delist the seller and the same thing can happen with Steam (although not likely with Ubisoft). There's a flag on the store page to report issues.
You can still buy it via Ubisoft Connect and this version works just fine for me. Since you also need Connect for the Steam Version it does not really make a difference except that you only need one launcher.

The PC Version also works on Windows 11, don't know why everyone seems to struggle with this game (same goes for Double Agent). Both Games run totally fine on my PC. Granted Conviction performance a lot more stable if you play it on an Intel/Nvidia system instead of AMD. But even for that there are workarounds. Heck, I even managed to run it on my Steam Deck (even though that was a real pain in the ass).
