Use the help ticket system
I can't open a ticket about this issue because it doesn't show up from the list of possible issues *to* address. I can select that I'm having an issue with a purchase, but the deepest I get is "Which purchase?" and if I say that it doesn't appear there, my only option is to provide game keys that I don't have.
For steam client ensure that time set correctly, and information with your payment method is correct.
If it say contact support, you have to do that.
Steam help page > my account > data related to my account > scroll to bottom click on contact support.
