Can you install games without workshop content?
I'm trying to install garry's mod (around 10 gb) on a Surface Pro which has 20 gb of space left, but I just want to install the base game without my subbed workshop content. I know there's a way to run the game without workshop content via a prelaunch command, but can you install a game without the subbed workshop content?

Unfortunately not, my best bet was to use an alt account and enable library sharing between your main and alt so you don’t have to pay for the same game

Did you try to unsubscribe from all mods before installation? That's how you "uninstall" mods. It is also telling Steam, that you don't want to download them anymore.

If you want to keep those mods marked in some way, add them to favourites instead.

What the above says. Subscribing to mods does the same as DLCs. If you don't want to install them, you unsubscribe from them and they won't come back until you subscribe to them again. Remaining subscribed is why they keep coming back.

I would, but for some games where I have a ton of workshop mods, I just find it more convenient to use a separate account with different/separate workshop content
