You can pause updates for 7 days, which would eliminate one cause, but generally check to see if there's an update, if there is pause the download, exit Steam properly and let the update through.
Another cause is game patches, if Ark is patched when you're in the middle of the download it will restart.
And the game did get an update yesterday. Which invalidates your outdated partial download.

Even when I pause the download, it still loses all my progress, the last time it was at 80%, I have checked my cache and all that junk they want you to try, but it hasn't seemed to help...
( we can not fix very low band lines here. ) thats need so many days to dl a game. ( assume that is the case )
