Downloading in burst and crashing
Need help tried everything from the bandwidth to clear downloads and web and reinstall steam all together nothing working

We need more information to help you. I don't know what you mean with "Downloading in burst".
Whats your problem? You can't install any game? or what?

Downloading games the download speed keeps dropping to 0 and then steam not responding and closing out and won't download anything in the D drove storage

how much free space?
have you tried just changing your download region to another nearby CDN server, that sometimes helps with cache issues and download speed too? but remember to try change it back later.
