ED: Inside ID3 folders there are folders for each game with Game ID as names.
ED2: That second person could create or use ~17 Steam accounts :) You can find them all with the help of that site.
ED3: all your screenshots are stored in userdata (jpg).
I dont know about Unknown folder and what it can be.
Thank you, using that i have found the one that belongs to me. I also asked the other user and they only have 1 steam account and we looked his up as well and found the folder for his.
So we still have 16 unknow folders, and using the link you provided using the folder name to try search for its account they all come back as profiles like this

So im not really sure what to do with all the other folders.
Steam/config/loginusers.vdf - this is a text file with logins of all accounts used on your computer (after the last steam or system reinstal).
It uses non-standard end of line characters. But WordPad or your internet browser should read it without problems. I use Lister from Total Commander.
What to do with those folders. I think you can delete them if they don't have some important personal data like screenshots or saves. Don't confuse them with 2 "real" folders.
Why do they exist. In fact i don't know. Maybe somebody were experimenting with creating steam accounts... The only possible problem i can think of is you PC is compromised. You can check it for viruses just in case.

Look at the creation date of that folder. If it matches the account creation date, then long ago someone created an account on your computer.
