Family Sharing not working

I have family share enabled with two family members, both of whom own a game (elden ring). For some reason even though one of them is offline (as in steam notifies me to say I have access their library), because the other person is playing a different game, I don't have access to the game I want to play. Why do I only have access to one players library and not the other even though I have family share enabled with both

Family Sharing picks which library to use and that leads to headaches.

Only other way around it is SFS Select...

You should all use it when multiple people are sharing and own the same game that is being shared.

Is it legal? Steam is a copy protection system that has some rules: what to protect and how to protect. And this tool allows you to bypass these rules and play games you should not. No?

It isn't bannable and I've personally used it for years with no issues.
