do check qurrantine folder, just incase file is moved to that place.
you cant write a file that been block or qurrantine ever. ( until fixed or change by security app )
I likely got into this issue by rearranging libraries, and deleting the relevant one while there was a pending update – presumably the sanity check for this is when first queuing the update, and not when actually attempting to install the update.

its like he has content and steam library structure issue.( why i do not know )
