[TIP] fixing error (Disk write failure, state 0x606) game not updating/installing after os disk manipulation

scenario:
I merged a couple of old hdd to single new one.
Everything works fine except for one game stuck in updating state

steam build: Dec 15 2022
steam logs shows:

update canceled : Staging folder not writable (Disk write failure)
scheduler finished : removed from schedule (result Disk write failure, state 0x606)
------

research:
in the appmanifest_appid.acf there is a mapping for staging folder mentioned in logs

"StagingFolder" "4"

I checked storage manager (settings->downloads->steam library folders) but there was no such folder.

Actual info about library folders can be found in libraryfolders.vdf
in my case folder 4 was pointing to non existing drive

implemented fix:
Deleted old folders from libraryfolders.vdf
Corrected their position numbers accordingly
Restarted steam

Thats your Security app thats block, or have same allow or exceptions rules as previous OS once had. ( even security app get core update and can trigger same behavier.)

do check qurrantine folder, just incase file is moved to that place.

you cant write a file that been block or qurrantine ever. ( until fixed or change by security app )

yes, its realy wokr for me: delete "StagingFolder" "4" and game start update. Thanks!

Changing the StagingFolder to the library the game was in fixed the issue for me (Steam then deleted the key on next save).

I likely got into this issue by rearranging libraries, and deleting the relevant one while there was a pending update – presumably the sanity check for this is when first queuing the update, and not when actually attempting to install the update.

Could be so simple with Reapir steam library in steam storage menu.
