Same account. What if I was playing it when I wasn't it online?
Also, this computer is new.
Achievements don't remain locked to a specific computer. They are tied to your account.
Again. I only have one account. My old computer has the same account as my new computer.
I can see it with my own eyes.
1. Disable Steam Offline Mode
Steam's Offline Mode is a great way to play Steam games without an internet connection. While the feature typically works without a hitch, it can sometimes cause achievements to not unlock. To disable Steam's Offline Mode, select Steam > Go Online from the top toolbar.
Ordinarily, the game still tracks the achievements you earn when offline, but only syncs them to the Steam server when you next go online. All those achievements will show as unlocking at that time, rather than when you actually earned them.
However, this depends on how the game has implemented achievements. For example, if it requires connection to a server to track something, you won't earn the achievement. Ultimately, playing in Offline Mode is a roll of the dice whether your achievements will correctly track.
What is it exactly that you want?
Have you been playing "offline" on the old computer? If that is the case, then yes you're going to see a difference on the new computer. That's not something you ever mentioned up to now. That's not a normal way of using Steam, so it would help to have that information ahead of time.
I fixed the problem. I just used steam manager to unlock the achievements that I earned on my old pc that didn't show up on my PC.
