Friends list is a external connection with updates. ( require enough free cpu cycle so it dont fail to establizing the connection and could said and Maintain it with packets.
Then it dont it fall under No connection, even then its ISP network is there.
so you struggle with alot of things that can trigger this, with wifi latency, bad cable with bad packets transfer, isp congesstion and other network change. as i said pretty much everything
QoS, Lenovo network management, anything that reduce or have impact with timeout or lost connection, and this is why you test with spare pc, ( in most case 2 pc dont make same mistake ( require user make same mistake or use same app and drivers or option, you just cut through alot what if ,m then 1 is working and other dont. )
this dont ruleout win7 and win11 issue and should not be compare with well tested OS win10
this dont mean a win10 cant get same look alike, but you just eliminating win11 new kid in the class and win7/8 that outdate, such detail matter then you talk about network and Global List with Friends on it.
Yes you can say its a steam support problem , make ticket , but i cant tell you this its not steam job to fix OS issue thats MS and hardware Brand Driver issue.
And steam cant fix win7 issue then MS has lewft the building to that product.
and same goes to win11 with incresed security thats have sometimes been caught in same issue.

You need to be very skilled and experience to Identify Network Trouble shooting,
dont forget steam Friend & Chat ( Cog settings ) do you even automatic login the steam start
its seen before it can losse it cookie or reset after update. )
Best advice Reboot router and pc 3minute after, check system is idle, before start steam Client, ( do note this is also most have been worked before , not new pc and new isp change or network topology change ) ( isp did not have planeed work, get isp sms service if they have such, this is to avoid you waste time on faulty finding with thinmgs out of your hands and most get fixed within 24hour by itself.

Dont wait more then 24hours later, who can remember what happennd 1-2 weeks ago.

Feel free to reset netsh winsock reset and other safe boot mode to roule out alot of interference issue with it ( and then i did not even mention Firewall and antivirus app or isp VIP portal issue in top of this.
if this was easy then it has been solved along time ago, problem is then tunnel with it aient Maintain then it keep brake just like you try to explan.

other issue howe many other user is onlin eon own local network, narrow bandwide or to many user can make same havoc, so technicaly its ( 1 user 1 router 1 ISP as master test )
no other interference from rest of the family or multi pc / clients
( talk with Network Engineer they know this , IT supporter might know, and gl find them, with free advice today. )

thats the problem with ppl have no clue in what can be wrong and think this is a one solution only.
Tried to restart comp then same issue. In another topic someone said he reinstalled steam but the issue remains
Sounds more like a cookie issue then, but with resize so no network connection, most here will doubt that, dont forget congested network can reconnect then it can get through, could say problem fix itself.
windows size and friendslist added friends update and resize is more a side effect, what prevent it from happend again, ( clear steam settings web browser data in steam is even more plausible, but sense rest of steam user dont have this issue, only the very few it effect now, can test this. ( and sounds like you only have 1 try then it fix itself. )
Take it to steam support they know what im talking about. ( gl steam support to figureout is this steam user pc issue or client resources that has increased over many years, there is a reason steam has reduce resource in steam settings, not even sure steam will help then its user own choise already to change this.

So far today this does seem to have helped! How strange, especially considering the issue is only recent, but my friends window has always been that size.
