Steam games are playable on PC only.
There are Linux and Mac games too.
But the Steam Mobile App is what u are using if u are on a mobile device such as iPad.
That is for basic Steam things, but not actually playing games from Steam. Things like chat, trade market, store and download queues.
For example if u have Steam Game Client on your desktop/laptop that has Windows, MacOS, Linux for actually running games purchased from Steam, u can use the Mobile App as a means of purchasing and then remote queuing the main system downloads.
Anyhow, yeah. To reiterate, the iOS Steam app is just a portal/a means of access to Steam services and nothing more (or at least at this moment). Make sure to be careful when purchasing games in the future. The store page shows the icons of which operating system the game supports.
