Try this if u have an issue after a Steam Client update.

Exit Steam Client

Delete all files within Steam root folder, except for these...
Steam.exe (application)
SteamApps (folder)
UserData (folder)

Then right click Steam.exe and Run As Admin.

Please restart Steam Client once more.
Once it loads up, click on Steam in upper left corner > Settings > Downloads > Steam Library Folders. Make sure the ones u had listed/linked before are there.

If a game happens to have an INSTALL button (that had a PLAY button before), and it is already present on the system, simply click that, it should not re-download the entire game however.

It shall work, have had to do this many times. Usually this occurs after the first initial launch of the client again. Not always, but it can. After client has fully updated again and it's logged online, try exiting it and restarting it once more, or restart Windows.

As you can always confirm your current games, via the folders
Steam\SteamApps\Common
