How to install steam without internet?
I just built a new gaming computer and I would like to transfer my games to it from my laptop. However, I do not have internet at my house so only my laptop can ever have internet. So since my new computer can never have internet is there a way to install steam in offline mode with out ever having internet?

Please help this is really important!

You can backup your games from your laptop and restore them to your new computer. (https://support.steampowered.com/kb_article.php?ref=8794-YPHV-2033)

As for the steam itself, you can try copy the steam folder. I haven't try this myself, but have seen some guys doing it without a problem.

Hmm i now you can play offline, but i don't think you can install or transfer offline.
But why don't you make a home network.

BTW how are u transferring your games/files?
Home network correct? If so then enable Internet Connection Sharing on your laptop; I assume it's just using a cell service provider to get online, correct?

Once u do this, the desktop should have online access. Then simply install Steam normally on your desktop. Once this is done, simply transfer the SteamApps folder from your laptop to your desktop via home network (this part won't go through the internet).

Then launch Steam on desktop once you have the SteamApps contents in the correct folder.
Then log into Steam on desktop, go to the games and click Install. There should be a brief need for it to be online for this, after which u should be able to play the game on the desktop whilst Steam is logged into Offline Mode.

Thanks everyone for the fast reply. Sorry for not being clear but I do not have home internet and my laptop can only have internet if I take it someplace like the library. Also my cell phone provider charges way to much for tethering so that is not an option. So basically what I am trying to do is get around needing internet to login and put it into offline mode.

Ok nevermind then, I was thinking perhaps u had a cell provider ISP card/USB stick for your laptop. As a means of always having internet on-the-go. Again sorry, just me assuming too much.

However u will need Online Connection to use Steam, even in forms of Offline Mode. No way around that. If you read the agreement terms for games that use Steam or other digital download game clients (such as Origin/Uplay) u need to login in order to access your games/content. And thus the game client requires an internet connection. Nothing can do about that.

Then how come when steam is already in offline mode you don't need internet to login? Where is this login information saved?

But u still need to have online connection for offline mode and to login since u've never done this before on the desktop.

Then u would also need to verify game cache data for any games u copy over, before launching them.

Even if I copy the whole steam folder to the desktop? Or would this still not work because steam writes to the windows registry?

I've played many steam games offline without internet connection they work without internet access once they are installed.
