Why? The update files are probably corrupt, and I did something to the local install so I felt like reinstalling the whole thing. But I could not delete either of the folders (access denied) because other processes (in addition to File Explorer) are using it. To find out who's using the folders, download the Windows Process Explorer:

and then open the downloaded procexp/procexp64.
Now with the procexp open, go to its "Find" tab and then click "Find Handle or DLL". In the substring search, type in "steam". You'll see a list of processes (process threads really) that are locking the folders. In my case the processes were igfxEM.exe and Steam. I quitted all of them by closing the search window (but stay within procexp) and right clicking those processes and killed their trees. I then could delete both folders without problem.
Start Steam, and you can install CSGO

I tried to remove the newer sticks rearranged the old ones like this: -O-O
And it worked! The game installed without a problem. So I added the newer pair like this: NONO
And again - it worked!
So I'd recommend to rearrange your RAM sticks maybe it would help!

if you have a ryzen setup and use ram that is oc to 3200mhz or above, try resetting the bios and you may be able to download CSGO again without getting the error Corrupt update files error.
