Report a translation problem
Go to:
Settings >> Account >> Beta Participation >> Change... >> Steam Beta Update
Or if you're already in the Beta, opt-out of it.
Now I've tried Beta version again and it still crashing. And compatible mode is not working.
Settings>>Beta Participation>>Report a Bug.
Is the overlay crash preventing you from playing your games?
Also, have you tried turning off any security/anti-virus software you have installed?
2) No, I can simple disable overlay and playing the games, but I need overlay for chatting and donating in mmorpg. :)
3) Yes, I've tried turn off my anti-virus, but it's didn't help.

It would fix anyhing that a complete re-install of Steam would, except without actually doing so.
I wrote a report, hope they will solve this problem soon.
I only seen this issue under Win8/8.1 so far. It used to happen in Vista too before SP2 was released, but then something they fixed got rid of the issues. Now it's back again.
What I did was go to the Steam root folder, go to properties for each of those .EXE (application) files, and set them to run as admin.
I'm using root Admin account, not User-Administrator account.
I have old version of libcef.dll, and when I replace new to old - Overlay is working as usual, but when I restart Steam - Steam starting update. -_-
So I think, that problem in this new libcef.dll.
What are your hardware specs?
Are u fully up to date with important Windows Updates?

But this issue related to this file has been on/off for some time now. Most of what I find only that actually point to this file being an issue date back mostly to Q1/Q2 of 2013. Or really far back in 2010/2011
Thankfully, and for whatever reasons, both my main setups here (one with Win7 x64 and one with Win 8.1 x64 Pro) are running fine after the latest Dec 3rd Steam update. I've been playing alot today too. Games like CS:GO, SC: Blacklist, Metro: LL, BioShock Infinite... all with in-game overlay enabled... not seen this issue first hand yet.
My laptop at work has yet to receive todays update. We'll see how that goes tomorrow.
BTW my LIBCEF.DLL says Nov 6th 2013, so this file was not updated in todays Steam update.
The files that were replaced/updated, all say Dec 3rd 2013
Now I've tested renaming other files in bin folder. chromehtml.dll also can be renamed for working Overlay.
The same error pops up regardless of which game I play.
This occurred only after the most recent update.
I am able to play my games regardless of the error, however, it is annoying that it pops up at the start of the game and have to leave the prompt minimized in order to play my games.
