If I understand the other computer on the network downloads Steam files ok? This certainly could be a Steam issue, a security program issue or something with your NIC. I would first try going into device manager and delete the device driver for the nic. Reboot the computer and it should refresh the driver with new settings. This is the easiest thing unless martino knows something I don't, which is 100% possible.

Yes, I did that already.
Try going to Steam > Settings and look over all that.
Performing Steam Flush Config will reset all those settings, including what was set for your Steam Library Folders. I had to go and re-add my Steam Library Folders
C:\Steam and other \Steam drive folder locations back into my settings.
After this everything is working just fine.
U could try changing to a different download server. Never hurts to try that.
