What payment method did you use and where are you seeing the funds were deducted for the purchase? What you're seeing may just be a hold on the funds. It should disappear in a few business days and you'll regain access to the money.

I have no idea what "zhifubao" is or how reputable they are, but you should consider contacting their support about seeing about getting your funds returned. It's still possible those funds are being held and will automatically be returned in a few business days.

Valve/Steam did not get the funds so there is nothing they can do. You won't get the game.
