install because the folder was full. its very difficult for me to try and understand and to back up my games well that's even harder to understand . wish they would make it easier.

All I can is whenever you remove/uninstall something, check the places where it had files and then ensure they are gone after the uninstall has finished, to fully ensure what you want ridden from your system has actually been deleted. Such as folders the game will often use, like
..\SteamApps\Common\GameName
C:\Users\Public\Documents\
C:\Users\UserName\Documents\
C:\Users\UserName\AppData\Local\
C:\Users\UserName\AppData\Roaming\
Also in many cases, if the game was a "Special", "Deluxe", "Collectors" edition that contained extra content, such as art book pdf, music soundtrack, etc. Those files are often left behind when game is uninstalled.
In the future, instead of Uninstalling a Steam game via Programs and Features listing, simply open Steam Client, go to your games listing Library and right click a game title and click Delete Local Content. That should fully uninstall and remove the entire game from your system properly.
