Why?
Did anyone notice that when you're downloading a game that you can't play any games on steam? Why does Steam do that? Should it change and could it change? Please don't hate too much!

It's probably because downloading and playing a game at the same time can cause problems. Though if you don't like it, you can:

1.) Start your game
2.) Minimize it
3.) Go into your library and select "Resume All"

I would've suggested the same thing, but... while I know that used to work, having done that before myself, I just tried it a couple nights ago and it wouldn't resume. I wonder if the new download queuing interface doesn't allow it anymore.

Worked for me yesterday.

On step 3, I just go to the store, click the bottom where the downloads are listed, and resume one of them. Always gets the download queue moving for me. *knocks on wood*
