Yeah but since consoles now have a more recent GPU and CPU, wouldn't games (For the time being at least) run better than unoptimized games from "last gen?"
Theres nothing better to run on the new gpu, the only real benefit is that the gpus are more modern and so have newer features, they are dx11 grade or whatever vs 9? So outside taking advantage of modern features, the consoles each are only interested in their own optimizations, they don't care about anyone else.
Maybe you didn't understand what I was saying.
The gpus are just catching up to where the pc's were already. Just because the ps4 now uses some dx11 level type features doesn't mean it will suddenly get faster on pc. There are only a few things where things were optimized for efficiency, but like most things in graphics, more features = more power for more graphics, meaning you get more but not for free. Its why we keep upgrading graphics card if you didn't notice..even though we've been at the current dx level for quite a while now.
The graphics on bf4 look better on ps4 and Xbox1 sure. But even if you upgrading the xbox 360's gpu to dx11 keeping it at the same clock speed/ram and the rest of the specs,it wouldn't be faster, turning on the dx11 features would make the game unplayable, the same way bf4 is unplayable on a geforce 210. Geforce 210 is 25 dollars these days but it supports direct x 11! hell it has 512mb of ram, double what the xbox360 effectively has for texture memory.

Honestly, it runs much worse than it should on my PC, so idk about lower end PCs
I think what he was saying is that the consoles now have video capable of PC levels and the need for optimization is not nearly as great as what it was in the past. When PC gamers expected DX 9 or higher video capabilities and the consoles were only doing something like DX 8, PC gamers would get ticked off. It is also a general statement about optimization for the PC crowd.
Because the pc market is small and riddled with piracy, and its trouble having to develop for multiple os/configurations, even windows comes in multiple flavors. It comes down to $$$$, gta5 launched on console and got to 1 billion in days or whatever it was, what kind of pc game would do that?
