If you want a universal application, download MSI Afterburner(free). If you want a specific game command, like CS:GO or CSS, look up the forums or something for specific game commands.

My OS is 8.1 .. will that work on that ?

Fraps shows you FPS, however you need to purchase it. You can also record your gameplay in game's or the desktop screen its really good and worth the money.

There's a free version that will shoe fps, but will only record for 30 seconds at a time.

Last time I checked there was a free version of Fraps. You just can't record movies longer than like 30 seconds. That's all the difference that I can remember from before I purchased it.

For source based games such as Half-life 2 and Team fortress 2, open up your console by using the ~ key and type cl_showfps 2 and press enter. You get an fps counter.
