performing the first time setup? every time?
I recently experience this, every game starts with performing the first time setup and updating the DirectX and something like MS framework.
Even the same game, when I re-open steam and re-open the game, it does the same thing.
I think they are doing the same thing, I mean the DirectX or framework that the games update are the same, so why they repeat updating? I think it should be once for all.
anyone has the same issue?

It is an issue in terms of "This is not default behaviour and you have either run into a bug or some program on your PC causes the problem".
AFAIK Steam saves the "Install done" flag in the registry. Is there something on your PC which prevents Steam from storing that flag? Some overparanoid antivirus or other security program? Malicious "tuning" tools?

oh, I see. It could be the anti-virus on my PC, thanks for telling me that, I don't even know how that works.

What worked for me was going to:

Steam > steamapps > common > (folder of game having the issue) > _CommonRedist > vcredist > 2012 (or similar) > and then deleting the installscript.vdf located there.

If you have a game, that has done the first time install.
You have NOT uninstalled the game, BUT on closing the game and restarting it again the first time installer runs again (like : VC-redist etc).
Do the following to fix it :

Go to your steam folder, steamapps, common -> game name that is giving these problems.
In this folder you should see something like : vcredist.exe
Rightclick -> rename : Change the name of this file to : vcredist old.exe (so simply add the " old" part)

And now try running the game, it should skip that part now.
It's an -old- steam bug, but again, make SURE the game installed properly the first time, and only do this when it keeps installing these programs as if it was the first time.

This problem came up for me with Ring Runner: Flight of the Sages recently. Delving into the folder and finding the installscript.vdf, deleting it and starting the game again seems to have resolved it.

Aha. Thanks everyone. ALL of my games seem to do "first time install" at random times... particularly if I play a game for a week and then switch to three other games for a month before coming back to the first one. It's like if I leave a game alone for too long, it totally forgets that I've already installed and played it. I'll have to keep some of these solutions in mind for next time I encounter the problem.

i have the problem with directx installing every time a lauch a game ok so i found a ginius discovery if you have the windows firewall on and you lauch a game you get the pop upp to give the program admin rights. if you click no it wont install directx. if you dont get the pop upp i dont know :/

THIS WORKED FOR ME!!
The only thing u need to do is go to the game directory and the delete the file named as runasadmin.vdf. Then launch the game.
