Didn't work, unless if the beta's supposed to update the clients over time
Why do recommend beta to fix a problem that is not broken in release client? Beta has bugs and often creates more problems, that is why it is still beta. Time for a dxdiag?
I would first try refreshing or resetting your steam files as Laptop65 suggested.

It doesn't seem to be working. I even opted out of beta and did each step including opening the .exe via the program file folder and the problem still strikes.
Reboot your PC after that and try again.
Also found a new problem where I cant even play on my game's window as it pushes me to my desktop.
I just reinstalled Steam, so far that was the best option and worked. Have to reinstall games but that's not a problem since I couldnt play them before.
and i have to re install every time
