need a bit of tolarance
the long manual way is something like:
Right-click the shortcut and on the default tab, ust above the [ok] [apply][cancle] button section there should be [icon] and maybe some other buttons. click the icon one. there go to browse and navigate to where your steam game is, usually the game icon is in it's root eg: [...\Steam\steamapps\common\dota 2 beta\dota.exe] might hold the icon. else [...\Steam\steamapps\common\dota 2 beta\dota\resource\game-icon.bmp]
maybe go to your steam and search for ".icon" files for the correct location
as different apps hide it at different places

Though I'm sure there should be a easier way. It does not seem like anyone is posting it. And the easier way might somehow be where the problem originated
I'm sorry but I think these guys who stick to XP should be commended. much better operating system than the new ones. I jumped ship and was gobsmacked when I read a fixed win XP issues in a game update.
So I tip my hat to those who stick wit XP
