Buying International version of skyrim in CIS

Hello I live in azerbaijan, which is CIS country. when I go to skyrim page it says that purchases made in CIS/Russia will work only there. Is There way to buy international version from here? I dont mind if it will be more expensive. It shows me now that skyrim costs $29.99 is that international or CIS price? and whats point of the whole region locked thing?

Main question: Is there any way I could get a version of skyrim that will work anywhere while i am in azerbaijan(CIS country)

You should buy that version they sell on store or you might get banned for "bypassing" region restrictions.
If you buy it from there where you live, it will work.
And international version doesn't exist, the other one is RoW (rest of the world), and only works outside of CIS/Russia.

It doesn't affect your game at all.

The whole Idea of Region lockness is the stupidest thing ever. there is no point. making it cheaper wont stop people in russia downloading it illegaly. and I wish my country was not included into that list... that is so stupid. the thing is I want to have acces to my games not only here. But in europ and other countries too. I dont mind paying the full price.

What do you mean more expensive than in a retail store? What people in russia and CIS do is they download in from internet illegaly for free. you cant make price cheaper than free. so no matter its cheaper or not. the ones who would buy it anyway(like me) will buy it from steam others will always download it using torrent and such. So region locking is stupid. I dont think we even have retail stores in my country btw. the last one I knew was closd 5 years ago.

People pirate everywhere in the world.
In russia and CIS countries people also get paid less than the people in europe/north america.
A 20$ for russian is more than 60$ for me.
At least in russia most 60$ games cost 20$.
