Looking into this problem, it seems that there's a bug that causes the browser component of steam to get trapped in what looks like a busy-wait mutex or other infinite loop. Because of the multithreaded nature of the client, library and chat functions are still available, but anything needing the browser (store/community/profile) will fail to load. The loop will also proceed to uselessly take up any spare processing power on one of your CPU cores (steady 25% usage on a quad-core machine), and prevent the Steam process from quitting. I've tracked the loop into a dll which is part of Chromium, but I don't have enough information to determine what it's trying to do, or whether the error is even near the loop.
I've had slightly more success following the Trade Offers link from the profile activity overview rather than the one from the inventory, but using a different browser may be the better plan. I've also had the bug crop up rarely on other pages. If you do encounter the bug, take the time to kill Steam and restart it, particularly if you're thinking of starting up a game.
Has anyone noticed this error appearing when the modem / internetconnection fails?
Using a 3g dongle.
Thought it would have been fixed by now .May 2016.
