Left-click does not work while holding Right-click.
This has been going on since I got my laptop (Windows 8). The first problem was I couldn't even Left/Right click while holding any keys, that I solved in mouse options, the second problem is when playing games like San Andreas, Right-click to Aim and Left-click to fire. While playing San Andreas when I aim I have to Left-click 5-8 times for it to work. As you can tell it's been a pain in the ass trying to play games like Amnesia and Outlast.

Have you tried using a different mouse? That would give you a better idea of whether it's a problem with Windows or that particular mouse you're currently using.

Like I said, I'm on a Laptop, so all I use is the touchpad, but I am going to get a USB Mouse soon, if the problem still remains.

Is it a Synaptics trackpad? (you should see a trackpad icon in your system tray if it is)

No Elan Smart Pad.

If you haven't already, try updating your drivers.

Go to:
Control Panel >> Device Manager

Find your Elan Smart Pad, possibly under "Mice and other pointing devices".
Right click, select "Update Driver Software..."

it's likely a limitation of the hardware in your touchpad or the software (drivers) used by the touchpad. I would suggest trying to find updated drivers for the device. Failing that, go buy a mouse.

does a mouse still do that thing with the wheel when ur not even touching if the mouse is wired
