how to find industrial stapler in Vein

Hey, sorry to ask this NOOB question, but Just started playing VEIN this Saturday and I've looked everywhere in town. Where can I find the electronic stapler. Missing this tool to work on utilities. Can't find it. Thought it would be at water plant or prison. Can U help?
