Run Task Manager while your game is lagging and monitor these four: CPU, GPU, Memory, and Disk Usage. Whichever one is hitting 100% is likely your issue.
Also, don't rule out thermal throttling. Laptops can overheat, forcing the CPU/GPU to slow down. Use a tool like HWMonitor to check your temperatures while gaming. If they're consistently above 85-90°C, that's your problem right there.
I'm not an expert but this is what i would start with. Hope this helps you track it down!
Incase the gpu usage is low heres what could be happening;
Software Limiters (like V-Sync or a low FPS cap), or background processes interrupting the CPU, or driver issues causing poor communication between the CPU and GPU (in which case i'd recommend a full clean install of the gpu drivers)
