ROBBED BY STEAM!!!
bought a game on steam and it says transaction pending but they already took the money out my account and i don't even have the game

Holds on funds by your financial institution are a thing.

If it says "pending", then Valve has not received the held funds from your payment processor, yet.

Either wait, or call and complain at your bank/payment processor.

Your bank is holding that money and hasn't paid Valve yet. One of two things will happen. Either...
  • The money will finally be released to Valve, and you'll get your game, or...
  • Valve will never get the money, you won't get the game, and the pending funds will go back into your account in 2-7 business days.
Your bank might not know what Steam is, and is holding the funds until they can determine that it's safe. My bank used to lock my account every time I bought something from GOG. I had to call them and have them add GOG to a white list to stop that from happening.
