need to contact steam about scam attempt have photo evidance

i would like to report an scam attempte, i have screenshot evidence of these duo claiming to be steam mods

Go to Help > Support > My Account > Data Related to Your Steam Account
Scroll all the way down to the bottom and click on Contact Steam Support.
Submit your ticket.

Report the involved accounts via their profile.

thats the probleme it was on steam chat and they seam to have blocked me so i can't report them, i have screen shots of the convo

I never understand why Steam does that so you cant report a profile that has you blocked.
