Closing the tab playing the video should stop it, although I also had to restart the game before it stopped playing the video audio over and over.
it absolutely cause by network connection from client web helper, i play stand alone game client web helper don't start up automatically so sound is disappear
only solution for now is mute this stupid helper and see your cpu gpu ram keep raise if you still need to play this game

Seriously, check your Overlay and turn off the video.
Mine was Total Warhammer 2, playing a Stellaris video in the overlay.
Right click X4 -> Properties -> General -> Steam Overlay
worked for me and my sanity,..
