Contact and report this to Official Steam Support so they can add it to the pile of things they have to fix in the new UI disaster. Follow these instructions and use the old UI.

sry it still dosent work. The new steam ui is so buggy
Follow those instructions. The old UI works fine. You have to close your current Steam Client session and relaunch the client using the shortcut you created.

still dosent work
What doesn't work? Details needed.
Shared games cant be played if owner user is using it.

Cannot read property 'get' ( Did you bought it or not ) this look like have the right to use it issue.

If steam server see app hang as online then shared content will not be access.
even that could be why it do this.

ps.
and that is only steam support that has a clue what this is. or can deal with it.

That's what the optional instructions to disable auto-updating is for.
Idk if this works but can’t you just play steam games by opening the shortcut to the game you wanna play on your desktop?
Also I’m having this problem myself and if I fix it I will let you know
